The City of Siloam Springs, hereafter referred to as the City, is soliciting written Statements of Qualifications from qualified firms and individuals to provide professional Construction Management/General Contractor services, as defined in Arkansas Code §19-11-801, for any and all construction projects that may come up during the 2019 calendar year.

 Firms should include in their Statements of Qualifications (SOQ) their qualifications for general construction management. Statements of Qualifications that are overly broad, ambiguous or do not reflect the detail essential for project management will be hindered in their ability to be measured and quantified for a qualifying score, within the City’s scoring matrix.

 SoQ’s should include at minimum:

 Company profile, history, corporate and local office location and State of incorporation.

  1. Production resources (ability to run multiple projects simultaneously)
  2. Qualifications, education, and experience of the proposed project management team, as well as for other supporting personnel.
  3. Firm’s familiarity and experience with Pre-Construction services, including:
    1. Conceptual and pre-referendum estimating and program budget preparation.
    2. Estimating process and methods to adhere to the City’s budget.
    3. Value management.
    4. Sustainable Construction and Life-Cycle Analysis.
    5. Schedule Development.
    6. Constructability reviews.
    7. Building Information Modeling.
    8. Bid Package development.
    9. Development and solicitation of sub-contractor and supplier interest.
  4. Firm’s familiarity and experience with Construction-phase services, including:
    1. Schedule adherence
    2. Cost control
    3. Job-site coordination
    4. Change order management
    5. Close-out process and warranty programs
    6. Site control and safety
  5. Experience in the construction and renovation of public facilities using Construction Management/General Contractor as the project delivery method.
  6. Proof of insurance, bonding capacity, and State of Arkansas Contractor’s License.
  7. References, including current and past clients.

 Respondents shall submit 5 copies of their packets addressed to the Community Development Administrative Assistant with the title “Construction Manager”. All packets shall be received no later than 2:00 P.M. on March 20, 2019. Hand delivered packets shall be delivered to 410 N. Broadway, Siloam Springs, AR 72761; Mailed packets shall be sent to P.O. Box 80, Siloam Springs, AR 72761.
