LITTLE ROCK - Governor Mike Beebe today announced his intent to grant seven pardons. An additional 28 clemency requests were denied and 24 had no action taken upon them. These include requests from both inmates and non-inmates.
The seven applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.
Governor Beebe intends to grant pardons to the following people:
Steve Y. Frazier (Little Rock): Possession of Methamphetamine This notice is issued based on the dates of conviction (1988, 1990 - Pulaski County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Barris J. Galloway (Mountain View): Delivery of Marijuana, Possession of Marijuana with Intent to Deliver, Possession of Drug Paraphernalia This notice is issued based on the date of conviction (2002 - Stone County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Charles A. Hastings (Pine Bluff): Breaking or Entering, Theft of Property This notice is issued based on the date of conviction (1976 - Washington County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Thomas R. Knighten (Foreman): Theft of Property, Burglary This notice is issued based on the dates of conviction (1985, 1990 - Little River County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Delois J. Rainey (North Little Rock): Possession of Cocaine and Drug Paraphernalia This notice is issued based on the date of conviction (1994 - Pulaski County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Rachelle Benton Rush (Sheridan): Theft of Property This notice is issued based on the date of conviction (1990 - Stone County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
Mitchell D. Thompson (Jonesboro): Forgery, Delivery of Cocaine This notice is issued based on the dates of conviction (1986, 1991 - Craighead County), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
